History of Pasayahan

Pasayahan sa Lucena began on May 28, 1987 under the administration of the Officer-in-Charge Euclides Abcede, and former Bureau of Internal Revenue local office chief, Aguinaldo Abcede. Its main objective back then was to change the impression of other people that the city was infested with NPAs, and because the Pasayahan was a big success, it became an annual festival which promotes tourism in the city.

Pasayahan was originally intended to be a 3-day celebration of joyful merrymaking in the streets of Lucena City which starts from May 28 and ends in May 30, in time for the celebration of the feast of St. Ferdinand, Lucena City’s patron saint. As the years go by, it became a week-long celebration that is usually held during the last week of May.  From the first day of celebration, the streets of Quezon Avenue and other conjoining streets are closed for the tiangge. Performances of famous local bands are also held on different areas of the main street, and of course, food and beer are also flooding along the streets. There’s also this very colorful Flores de Mayo, where the members of Quezon Designers’ Association of the Philippines (QDAP) showcase the best of the best of their collection.

The main highlight of the celebration is the Grand Parade or Mardi Gras. It is a parade of huge and colorful floats of the participating companies and organizations, along with street dancing and marching bands. The usual starting point of the parade is at Pacific Mall Lucena going to SM City Lucena or Perez Park. The best float, best in street dance, and best in costume would be given some awards and cash prizes.

Tiangge is a Filipino term for flea market, bazaar, or just a market in general. Pasayahan sa Lucena 2015 (PSL 2015)As the city gears up for the Pasayahan sa Lucena 2015, the Executive Committee, headed by Mr. Archie B. Ilagan, has lined up a week-long celebration themed PSL 2015: Kasama sa Pag-usad, Kasama sa Pag-unlad” which will be held from May 24 to May 31, 2015.

The highlights of the celebration include “Kusinerong Lucenahin 2015,” “Float Competition,” “Street Dance Competition,” and “Obrang Sining Pasayahan 2015.” Stage performances like “Singing Lolo,” “Gandang Lola Pageant Night,” and Bb. Pasayahan Pageant Night” will also be held during the week-long celebration.

Participation and active involvement of Lucenahins in this event will bring more meaning to the celebration honoring our patron St. Ferdinand.

KUSINERONG LUCENAHIN 2015 CONTEST GUIDELINES AND MECHANICS:

            The competition aims to promote culinary tourism as a vehicle to boost tourism in the city. Through the competition, the participants would be able to show their talent and creativity in cooking — letting people experience and taste the goodness of their version of a Filipino dish with TINAPA or SMOKED FISH (OTOP) and/or COCONUT as major ingredient.

This is a competition among students enrolled in a recognized program in the city. (e.g. HRS, HRA, or HRM, Culinary Arts or Commercial Cooking.) Each school is entitled to send as many pairs as they want. The contest serves as a venue for students to polish their skills in culinary arts.

  • A team of two students will have 1 and ½ hours to finish their dish.
  • Participants are required to use TINAPA and/or COCONUT as ingredients
  • Participants must submit their recipes on or before MAY 22, 2015. Submitted recipes are final and no random changes allowed.
  • Dishes will be assessed for their flavor, taste, nutritional value, presentation and appearance.
  • Participants must provide their own ingredients.
  • All ingredients must be combined, chopped, sliced, diced, and cooked on site. Garnishes and Marinades may be prepared off site.
  • All dishes must be prepared under the highest hygienic conditions. Artificial coloring or chemical additives are not allowed.
  • Participants must provide their own portable induction cooker or butane cooker or LPG.
  • All participants have to provide their own cookware, cooking utensils, bowls, chopping boards, food tongs, ladles, knives and other utensils needed for the cook off.
  • Participants must leave the work station in a neat and tidy condition. This is part of the judging criteria.
  • Participants must come in proper chef attire. Aprons will be provided by the Contest sponsor.
  • The Organizer will not be responsible for any loss or breakage of utensils.
  • All dishes must be presented to the Food Judges’ table on time. Points will be deducted accordingly for any late presentation.
  • All foods submitted for judging should be displayed in the appropriate container for proper judging to take place.
  • Participants should be ready to explain how the dish is prepared.

CRITERIA

All entries will be judged based on the following criteria:

Nutritional Value 20%

(Contestants must be able to present an original recipe based from the theme of the competition and must be creative in terms of the presentation of the recipe)

Taste and Texture 25%

(Contestants must come up with a recipe based from the theme with a good and delectable taste)

Visual Appeal 15%

(Finished product or recipe must be creatively and properly presented and must look appetizing and pleasing to the eyes. Presentation must be original.)

Ease of Preparation 10%

(Contestants must be able to present the preparation sequence and proper cooking procedure.)

Used of specified Ingredients 20%

Optimization of Marca Pina Products 10%

DATE AND VENUE

The cooking competition will be held along Quezon Avenue near the Pasayahan 2015 stage on May 27, 2015, 1PM.

 

FLOAT COMPETITION GUIDELINES AND MECHANICS:

  1. The contest is open to all organizations, companies, school and barangay in Lucena City.
  2. Each float entry may choose a theme based on any of the three products of the city: chami, coconut, or tinapa. Its design and its execution/presentation shall reflect a carnival inspired motif reflecting the year’s theme “Kasama sa Pag-usad, Kasama sa Pag-unlad.”
  3. Participants of the Float Competition must register with Pasayahan 2015 Secretariat not later than May 8, 2015. Please contact (042) 797-06-35 and look for Ms. Grace for more information.
  4. Float- entries shall assemble at their assigned spot around the Quezon National High School campus not later than 1:00PM on May 28, 2015. They will be assisted by Float Marshals who will also advise them on the order of the parade.
  5. Parade will promptly start at 2:00PM. Late Float- entries will not be allowed to take their assigned slots but will be instructed to take their position at the rear of the parade.
  6. Float entries must have a MAXIMUM height of 10 FEET from the ground level. There are no width or length restrictions as long as the floats can be easily maneuvered on street corners.
  7. Float entries may carry their own sound system on board to enhance or complete its visual effects. They may also carry people- participants on board provided that all necessary safety measures are taken to protect them. Each float entry must also have their stand-by crew to tow away stalled floats so as not to disrupt the flow of the parade.
  8. Parade starts at QNHS, traversing along M.L. Tagarao Street, right on Quezon Avenue, left on Zamora St., left on Merchan St. right on Gomez St. towards SM City Lucena where it will end.
  9. Each float must bear ENTRY NUMBER and NAME OF THE PARTICIPATING GROUP in front and both sides of the carriage. They should be written in large letters for judges to see clearly.
  10. Judging shall be done while they are parked and at the assembly area and during its actual run as they pass in front of judges’ stage near (to be announced later)
  11. A detailed written description of the float, including the kind of materials used, name of designer, and other pertinent information, must be submitted to the Pasayahan Secretariat ten (10) days before the parade.
  12. The following criteria will be used:
  • 30% Design Concepts: Originality, Creativity, Craftsmanship
  • 25% Relevance to the Theme
  • 25% Aesthetic Impact
  • 10% Materials
  • 10% Construction
  1. Winners of the Float Competition shall be announced after the parade.
  2. There will be three major winners: Grand Prize, 1stand 2nd Runner-up.
  3. The decision of the judges is final.

STREET DANCE COMPETITION GUIDELINES AND MECHANICS:

  1. The contest is open to all organizations, companies, schools, and barangay in Lucena City.
  2. Each participating group shall field a minimum of fifty (50) members.
  3. Each group will perform to the music of the Pasayahan jingle.
  4. Each group must base their costume on any of the product of the city: Tinapa, Coconut, and its execution and style will exhibit the flamboyant and flashy CARNIVAL look.
  5. Participants to the Street Dance Competition must register with the Pasayahan 2015 Secretariat no later than May 09, 2015. See Ms. Cristina R. Encina (09154448376) for more information.
  6. Only the first ten (10) entries to submit will receive the subsidy of Ten Thousand Pesos (Php 10,000.00)
  7. All participants shall assemble at their assigned spot around Quezon National High School campus not later than 1:00 PM on May 28. They will be assisted by Parade Marshals who will also advise them in the order of the parade.
  8. Parade will promptly start at 2:00 PM. Late participants will not be allowed to take their assigned slots but will be instructed to take their position at the rear of the parade.
  9. Each group must assign two of their members to carry a banner or streamer bearing the ENTRY NUMBER and NAME OF THE PARTICIPATING GROUP. They shall be written in large letters for judges to see clearly.
  10. Each group must perform their dance routine at designated spots during the parade where judges are stationed to rate their performance.
  11. Parade starts at QNHS, traversing along M.L. Tagarao Street, right on Quezon Avenue, left on Zamora St., left on Merchan St. right on Gomez St. towards SM City Lucena where it will end.
  12. A detailed written description of the dance routine and other pertinent information, must be submitted to the Pasayahan Secretariat ten (10) days before the parade.
  13. The following criteria will be used:
  • Choreography: Originality
  • Execution: Grace, Unity, Coordination and Precision
  • Costume, Street Presence and Crowd Appeal
  • Relevance to the theme
  1. Final judging will be in front of SM Mall ground. Winners of the Street Dance Competition shall be announced after the parade.
  2. There will be three major winners: Grand Prize, 1stand 2nd Runner-up.
  3. The decision of the judges is final.

OBRANG SINING PASAYAHAN 2015 CONTEST GUIDELINES AND MECHANICS:

We are bent on discovering and highlighting the artistry of Lucenahins. Through Pasayahan sa Lucena, avenues are opened for the participants to show their talent and skills. The art pieces to be produced through the event will also serve as an expression of our veneration to the city’s patron, St. Ferdinand. Two categories are open- A. Obrang Sining Mix Media for College Students and B. Obrang Sining Acrylic Painting for High School Students.

  1. OBRANG SINING PSL MIX MEDIA
  2. A bithay will serve as a major component of the art work serving as the base.
  3. The bithay base should be at least2.5 feet in diameter and made of treated bamboo.
  4. Images of St. Ferdinand, tinapa, coconut and the likes are allowed to be used.
  5. As this is meant to be hung, the bithay can be placed inside a frame.
  6. Other objects can be used to express the design. Different materials may be used as long as it will enhance it.
  7. The design should incorporate this year’s theme of PSL.
  8. The participants should only be students of any recognized school of or residents of Lucena.
  9. Two individuals should form the participating team. They should fill up and submit an entry form to the organizers on or before May 18.
  10. The contest will take place on May 26, 1 p.m. in front of the PSL main stage. Four hours will be given to complete the art piece.
  11. The criteria to be used in determining the winner are as follows: design, 25%; relevance, 25%; materials, 20%; construction, 20%; impact, 10%.
  12. The winners will receive a plaque and Php7, 500K for the first, Php5K for the second, Php3K for the third and Php1K for two runners-up.
  13. All entries shall become property of PSL and may be used for whatever purpose it may deem necessary.
  14. OBRANG SINING PSL AKRILIKO
  15. A white canvas with primer, 18×24 inches in size, should be used for the competition.
  16. Acrylic paint of different hues will be used
  17. Images of St. Ferdinand, tinapa, coconut and the likes incorporated in the city’s development should be reflected on the painting.
  18. The theme of this year’s celebration should be seen on the artwork.
  19. As this is meant to be hung, the painting canvas should be laid on a plywood or frame.
  20. The contest is open to all individual artists in secondary level from any school in or residents of Lucena City.
  21. A confirmation of the participation and submission of form should be made with the secretariat on or before March 31.
  22. The contest will take place on May 26, 1 p.m. in front of the PSL main stage. Four hours will be given to complete the art piece.
  23. The criteria to be used in determining the winner are as follows: design, 25%; relevance, 25%; materials, 20%; construction, 20%; impact, 10%.
  24. The winners will receive a plaque and Php7, 500K for the first, Php5K for the second, Php3K for the third and Php1K for two runners-up.
  25. All entries shall become property of PSL and may be used for whatever purpose it may deem necessary.

Year after year, the Pasayahan draws a sea of frolicking humanity, but more than the glitz and glamour, Pasayahan in Lucena is the true essence of culture, camaraderie, and harmony in the locality – making the PSL a festivity like no other.  Tay’na sa Pasayahan sa Lucena!
