Lucena Manpower Skills Training Center (LMSTC) is an educational training institution that provides free short-term skills training for all the residents of Lucena City who wish to avail their services.
Operating locally under the City Planning and Development Office (in partnership with TESDA), LMSTC equips the students with relevant skills that can help them for acquiring in-demand jobs here or abroad.

Admission Requirements and Procedure
Requirements:
LMSTC Bldg. located at the back of City Hall Annex
For Out-of-School individuals
- Barangay Clearance
- Residence Certificate
- 2 copies of 1″x 1″ picture
For High school / College Undergraduates
- Barangay Clearance
- Residence Certificate
- 2 copies of 1″x 1″ picture
- Report Card (original copy)
For High school / College graduate
- Barangay Clearance

- Diploma
The registration or enrollment at LMSTC is for free, but the training materials that will be used are to be provided by the students. All course offerings are in tri-semester and students per course are limited to 30 to 40 persons only. Once a particular course is full, the applicant/student won’t be accepted anymore and will be asked to come back before the next semester to enroll. Reservation of slots are not allowed so the applicant/student have to go back there at an earlier time during the given date of enrollment in order to secure a slot.
All enrollees must secure the necessary requirements first before filing their application at the City Planning and Development Office. The names of the admitted students will be posted in front of City Planning and Development Office and the schedule of classes will be given to them during the general orientation.
